Will not close account after 5 calls and letter.
I am dealing with the exact same issue with TTI. After several phone calls and a certified letter I'm still getting billed. Our phone service provider was switched months ago. This is ridiculous. I tried to resolve this with TTI, but since that obviously hasn't worked I will now be filing a complaint with the FCC: http://www.fcc.gov/topic/complaints

No Notification of change in carriers
I began receiving bills from Verizon during the summer of 2012 claiming that I was behind in payments for an account. I don't have a Verizon account.
Later, in October, while I was working on my taxes, I opened all my old TTI National bills which carries my 800 number, and which were always auto-debited from a credit card. It was my habit to tally up the fees for my 800 at year's end so I could report them on my taxes.
The TTI bills, historically, have been only a few cents to a couple of dollars each month. I received very few calls on my 800 number for the prior 12 years that I had been using TTI, therefore there was no reason to examine those bills.
I also had a rarely-used second 800 number which I had assigned to my mother's number so her grandchildren could call her free. (This was because of the high price of phone minutes in past years.) My mother died in 2008 and the phone number was disconnected, therefore the 800 number was dormant.
Upon opening the TTI bills that day in October 2012, were now over twenty-something dollars a month, plus per-minute charges. The credit card I'd used up to that point had apparently expired and the fees were accruing despite that. I was not notified that there was an issue.
Suddenly it occurred to me why Verizon was billing me. I was informed, after contacting TTI, that Verizon had bought TTI National and was now charging $9.99 per month for 800 numbers, plus per-minute fees. Now I know why I have a bill from Verizon. The latest is for $166.07.
Apparently, in April 2012, TTI National indicated in the last paragraph of its 9-page bill (a page that I would have no reason to look at considering my usage history) that there would soon be a $9.99 fee for each 800 number. It did not mention Verizon. Prior to that, I had not received a phone call, an email or a letter specifically telling me of a change in my plan.
I terminated the TTI account on October 9, 2012 upon learning about this unannounced change in my plan. TTI claimed that it could only restore 50-some dollars of my account.
Today, I called Verizon to discuss the issue and to wipe out the remaining debt. They saw that there was an adjustment to my balance made by TTI, but claimed that they had nothing to do with the remaining billed amount. They then transferred me to TTI representatives who said that they could do nothing.
The TTI representative said that this was not a Verizon issue, that it was a TTI issue. I asked, then, why was I holding in my hand a bill from Verizon and not TTI asking for $166.07?
At that point I demanded to speak to a supervisor. None were available and I was told that one would call me back within the hour.
