Fraud
It clearly states on the website when you must be departing and you must speak with a case manager before going forward so you are aware of when you get the passport. You can cancel at that point if you don't want to go forward, something is wrong with this person. This person assumes everyone is near a regional passport agency and can just "do it themselves". This person does not read instructions or pay attention to direction and should not be out on the internet entering credit card information until fully aware of what he is doing. Go look at the website for yourself.

they are liars
They claim they can help you replace a lost passport as soon as possible. But in truth they are very incompetent. These guys have lost the package with the documents and blamed it on the courier. They still charged me $300. Beware of these liars.
