Did not let me close the account, and then wanted me to sign up again

First of all I wanted to close my account with this bank. I called them and asked to prepare all the papers. After that they have sent many e-mails to my mail with offers stating that I can open another account. I did not want to, but they just did not leave me alone. So when I called them, they said that I don’t have such an opportunity. Wtf???
