False Claims
The first thing I see on their website is that there is a $500 NON-REFUNDABLE deposit.
Personally, I would go TO their site and view any dog I was interested in and look at its health and breeding (sire/dam) records BEFORE putting down a deposit.

Their phone number is right there at the top of their website. If it were me, I would probably call them in regards to the puppy I was interested in and possibly go see if before purchasing it. As far as the $500 deposit, I clicked on it and noticed that it goes through PayPal, so you would probably be fully protected if the transaction didn't go through and you didn't receive a puppy.
As far as the Puppy Mills claim above, I'm not sure about that, but wouldn't be so quick to make that judgement. I'd give them a call and ask them directly.

False Claims
I have been getting my bully's from RPK for 4 years now, i have bought two for relatives and two for myself. Befre i had bought my first, i got to see my pup and several others on the mother eating. What kind of person would go on to the computer and try to ruin someones life? And from what i can see everything you have written is complete false. The 500$ is to hold the pup of your choice, so they dont sell it. & they send you threw paypal(like you said with your own words) so you would be completely protected. I am one of the several customers that have wrote RPK a Thank you quote along with my pic of my first bully a few months along. Its located on RPKs website you will see tons of customers that were very happy. SHAME ON YOU JON MCARTNEY
