Sould I have to pay the chargeto claim the money

Dear sir,
I have got emil message from qatar airways that,I had selected qatar airways lottery.& they emiled me that my claim fund is redirected to india reserve bank .
more over the reserve bank of india foreign remittance department after asked me full information about my self & photo,they immediatly send me a message that ,To be released the money into my country bank account ,first i shold pay them 760 dollar for
charges.
My question is how could i prove that the message is true. please i need a proof from thh reserve bank of india.
They have also send me a certificat attaching my photo from the reserve bank of india.
Lastly why not they deduct the charge from the winning amount.
