So, in your mind, you were baited with the offer of 2 puppies and were switched to nothing?
This is by far the most ridiculous use of the term bait and switch I have ever encountered. And that's saying a lot.

You responded to an online ad to buy two puppies, and as a result sent money to someone in Cameroon? That is the person who scammed you.
This isn't pennysaverusa's fault. When dealing with another party online, it is buyer beware. You were baited by Mr. Garba, but there is no switch. This isn't bait and switch.
Buying a puppy advertised online is very likely going to end in disappointment, whether you get it or not.
