Unless someone has bought a ticket, they cannot have won a prize. There are no such things as "email"or sms draws or any other lottery where "no tickets were sold". This is simply another invention by the scammer to make the victim believe that they have won.
The scammer will ask the victim to pay a fee before they can receive their prize. It is illegal for a real lottery to charge any sort of fee. It does not matter what they say this fee is for (courier charges, bank charges, various imaginary certificates — these are all made up by the scammer to get money out of their victim). All real lotteries subtract any fee and tax from the prize.
Scam lottery emails will nearly always come from free email accounts such as Yahoo!, Hotmail, Live, MSN, Gmail etc.

There is NO SUCH THING as the UK Investigations Bureau. And if there was - their email address would not be a free webmail (yahoo/ymail) address. Why do people fall for such pathetic scams?

if you keep feeding these creeps who perpetrate these scams, they will continue to take money from easy marks.

IF IT IS TOO GOOD TO BE TRUE IT PROBABLY IS FAKE. If you are that concerned about a Nokia contest, that you never entered in the first place (HUGE RED FLAG RIGHT THERE) then CALL NOKIA and ask them - don't ask these nameless con artists. Or better yet, do a bit of research before blindly wiring money to people.

If you are a winner - they will already have the information they need to send you your money and you do not need to wire them any funds or pay for the transfer of money to you. Again ALL BIG RED FLAGS!

The mail id [email protected] belong to dangerous cyber criminals. The message received by you is a FRAUD. There is no such prize or grant or fund. Cyber criminals trap people by making them believe that they have got money and will ask for several charges and fees to be transferred to their account. By the time a victim realizes the mistake, he would have lost lakhs.
The mail is sent by Nigerian Criminals who use English names and will also ask to contact fake RBI officer, diplomat etc who in fact will be their paid agent in India. Its dangerous to send personal details, bank details, passport details, PAN etc to these criminals. They could misuse details by using the same to forge fake identity for themselves and using cheated user’s identity they will do criminal activities including taking SIM Cards, opening bank accounts, for stolen money, forging visa papers etc.

After contacting the agent, the target of the scam will be asked to pay "processing fees" or "transfer charges" so that the winnings can be distributed, but will never receive any lottery payment] Many email lottery scams use the names of legitimate lottery organizations or other legitimate corporations/companies, but this does not mean the legitimate organizations are in any way involved with the scams.
Nokia has already issued several warnings on their website concerning this particular scam.
