Scam
Sorry, regardless of if you have to cancel or not the booking.com cancellation policy states that you cannot cancel within 7 days of the arrival. Well, we are cancelling 7 months in advance and are still being charged. However, when you book, the cancellation policy changes when you receive the confirmation email which changes to you will be charged regardless of what they said on their website prior to booking. That is nothing more than FALSE and MISLEADING!! My complaint is very similar to the original poster's comments on the misleading cancellation policy. I am now being told to contact the hotel when it is NOT the hotels policy, but Booking.com's BS policies at work. I will never go through booking.com nor will I ever recommend anyone else do the same.

Scam
I booked a room advertised as 39 euros per night for three nights. And the results was that they charged me 69 for the second and 89 for the third night without any warning! BOOKING.COM is a shameless scam site.

Cancellation process
Booked two reservation a few days apart called reservations by phone spoke with a guy cancelled the second reservation made sure he canceled the first reservation and not the second also said cancel Tuesday and not Wednesday He just confirmed with some number and when I showed up to my hotel and they said it was cancelled and then I called booking . Com they said try to call the other hotel. They only said I was a no show and it was booking. Com fault they had a room but it was twice as much as before. I almost didn't get a room that night. I'm very disappointed. I don't think I should have to pay when I personally called and cancelled.

This website is fraudulent and their services are not good! I tried to book my trip with them but my plans were changed and I wanted to cancel my booking. I gave them one month notice but they never cancelled the booking! Beware and better stay away from them!

Charged US$ 1,340.00 after cancelling reservation
I used booking.com to make three reservations in Israel for December 2013. The hotel in Tel Aviv and Eilat honoured my cancellations and made no charges, however, the hotel in Jerusalem (Ritz Hotel) where I had reserved ten nights for me and my grand-daughter, THOUGH I CANCELLED TWENTY DAYS IN ADVANCE, due to a medical problem, my grand-daughter went with boyfriend and reserved in same hotel another room!
So, hotel had no loss though I had cancelled my reservation!!!
However, to my surprise, they debited the full amount of US$ 1,340.00 in my VISA credit card. Booking assured me that they only needed the credit card information to make the reservation and that it would only be charged upon my arrival ! I trusted booking.com and gave the information.
When I advised booking that I had to cancel, I received their confirmation that it was cancelled and therefore did not worry at all.
After seeing the amount charged to my credit card, I wanted to clear this matter up with booking and the only option I had was to complain in a local site called www.reclameaqui.com.br
The representative of booking com in Brazil replied that BOOKING COULD DO NOTHING AT ALL since I had made a NON REFUNDABLE RESERVATION the hotel had the right to charge upon my reservation date!!!
Now how can this be possible if I was misled into believing that I could cancel anytime before arrival at no cost ! This non-refundable reservation is fraudulent ...either we can cancel or if not, INFORM THAT THIS RESERVATION WILL BE CHARGED ON SAME DATE and for sure, I would not have made this booking !!!
I am now taking this case to the police and local courts and informing through all possible sites in Brazil and abroad that booking.com is not to be trusted. Who charges? Booking or the hotel or are they working together to take us all for a ride? The hotel (3 star) was charging 134 dollars a night for a simple apartment for two, with breakfast! Now I am still getting offers from booking.com for hotels in
Jerusalem at half-price!!
Yes, one day I still plan to go to Israel, but NEVER WILL I CONTACT BOOKING AGAIN and strongly suggest everybody takes the greatest care possible before making any reservations with them.
They are still on time to do something about this absurdly illegal situation but from my contacts with their rep in Brazil, I have doubts they will worry about their reputation!

Charged cancellation fee after booking.com stated there would be no cancellation cost!
My parents booked a room at the Ritz Hotel in Jerusalem through book.com. My work did not allow me to stay there due to the location of the hotel, so when I saw the booking they made, I followed the links on the confirmation page to cancel the reservation. The booking.com webpage said that there would be no fees for cancelling. Nine days later, my parents were automatically charged $300 for the cancellation, the full two night room rate. I called booking.com and they said since the hotel charged the card, they couldn't do anything about it. The nice representative I spoke to on the phone said she would call the hotel to attempt to resolve the issue but said she couldn't get through , and so she left an email with them. I don't need the hotel to refund me. booking.com is responsible for having a poorly functioning website that didn't tell me that I had to cancel for the full fee. But they don't want to take responsibility and basically told me to wait and see if the hotel responds. This is an unacceptable way to do business.

Scam Artists
We used Booking.com to reserve a room in Orlando, FL for my husband for three nights. When he arrived today there was no reservation for him. He showed the desk clerk his paid receipt and confirmation from Booking.com. She told him that this was his reservation with Booking.com, but not his hotel reservation! My husband called Booking.com and they said they would fax a reservation confirmation to the hotel. Hours later he is still sitting in the lobby. No fax, no reservation, multiple calls (Michael, would you please call him back?), and his credit card is charged the full amount - for no place to stay. On Mother's Day weekend. Everything full. NEVER use this company. They should be shut down.
